i bet you havent tried my method, get two cups of warm water and a screwdriver.
Step 1 : Make sure the computer is on.
Step 2: Remove the side of your computer case with screwdriver
Step 3: Stand well back and throw the water all over your computer parts
Step 4: Put the case back on and voila , windows vista works like a charm

ok I just remembered how I did it, instead of right clicking it and run as administrator, disable antivirus, then rightclick your icon properties -> compatibility -> run as administrator then apply obviously then run the program should update fully
if that doesn't work I cant help you, because that's what worked for me

druid all I can think of now is try PMing an admin - paradox is probably your best bet as he codes it I think,

my avg anti-virus keeps saying its a trojan when i try to start up libra also libra flashes up then just doesnt start help please

Due to software used in libra to stop reverse-engineering the program (in order to my a bypass cheat) Libra will show up as a virus...this is a false positive.
You can make an exception for the program easily by going into your anti-virus options and selecting all libra related files.

Tired running it as admin etc, still no luck... Also, when it is running, it changes my whole desktop theme :/
